Notice to tandem pilots at Ed Levin

Tandem flights at Ed Levin are permitted only by a pilot who has:

  1. a current USHPA membership card on their person showing an appropriate Tandem rating or Tandem Instructor appointment
  2. and a current WOR membership card on their person.

The Ed Levin Park Site Procedures say "All pilots, including WOR members, non-members, and students (tandem or not). must: (l) know and comply with the Site Procedures, ( 2) provide the WOR with contact and other requested information, and (3) fill out and sign the waiver of liability form." and "Pilot information and a copy of the waiver will be kept on permanent file by the WOR Membership Services Director."

Important note: If a tandem student is planning to earn a USHPA rating, then the tandem pilot should follow instructions on the Notice to instructors at Ed Levin web page rather than the instructions here.

Unless a tandem student has proof of WOR membership, the tandem pilot must have the tandem student

  1. complete a hardcopy WOR Ed Levin registration form,
  2. complete an Ed Levin Park Waiver (including witness signature), and
  3. place the completed registration form and waiver in the Tandem students folder in the Ed Levin landing zone lock box before the tandem student enters the flying site.

A USHPA number is required on the WOR Ed Levin registration form. A tandem student's USHPA number must come from a USHPA card, which can be obtained in one of two ways: (1) by mail from the USHPA or (2) from a prepaid 30-day temporary USHPA membership.

A tandem student must not enter the Ed Levin flying site without a USHPA card obtained in one of the two ways listed above.

The WOR must comply with the Ed Levin Park Site Procedures as a condition of the Special Use Permit (renewed yearly) by which the Santa Clara County Parks & Recreation Department (SCCPRD) allows us to fly there and grants the WOR access to areas of Ed Levin from which motor vehicle traffic is otherwise prohibited. The waiver and the registration form are important to the SCCPRD, and it is important to the SCCPRD that tandem students read the waiver before signing it. The waiver says:

"I ACKNOWLEDGE that I am aware of all Site Procedures for hang gliding and paragliding activities at Ed R. Levin County Park. I PROMISE to comply with all of these Site Procedures. I RECOGNIZE THAT NEITHER THE EXISTENCE OF THE SITE PROCEDURES NOR MY ADHERENCE TO THE SITE PROCEDURES CAN INSURE MY SAFETY. I ALSO RECOGNIZE THAT THE SITE PROCEDURES MAY ACTUALLY CREATE RISKS OF PERSONAL INJURY, DEATH, OR PROPERTY DAMAGE, WHICH WOULD OTHERWISE NOT EXIST."
If a student asks about this statement, it is important to affirm that there is no substitute for personal knowledge of the Site Procedures. The student must be given time to read and study the Site Procedures if the student wishes to do so. Whether or not a student choose to read the Site Procedures, it is a duty of WOR tandem pilots to educate students regarding the Site Procedures. Prior to entering the flying site, a tandem pilot should say something to the student similar to the following: "Ed Levin Park is owned by Santa Clara County. Pilots who fly ultralight aircraft at Ed Levin are allowed to use the Park only if we comply with a set of rules imposed by the County. Breaking these rules can jeopardize your safety, the safety of others, and our access to Ed Levin. The rules are documented in the Ed Levin Site Procedures."

(At this point, show the student a copy of the Site Procedures, opening the Site Procedures to Section VII.E, 'Spectators, Smoking, Riding Trails, Drugs and Alcohol', and pointing out the section to the student.

"One of those rules is that, due to extreme fire danger, smoking is not permitted once we enter the flying site. Alcohol and other recreational pharmaceuticals are not permitted either. Neither is medical marijuana. Can you follow those rules?"

(Pause here and insist upon an affirmative answer from the student.)

"Another rule is that, until you obtain a WOR proficiency helmet sticker, you can fly or kite at Ed Levin ONLY under the direct supervision of an authorized WOR Instructor (like me) who is present with you. Can you follow that rule?"

(Pause here and insist upon an affirmative answer from the student.)

"I may inform you of additional rules as we proceed. Please help me and my fellow pilots by complying."
